Is Aviator Legal in Zimbabwe?
Short answer: playing Aviator through a licensed operator is legal for adults in Zimbabwe. This page explains the framework in plain language. It is general information, not legal advice.
Who regulates betting in Zimbabwe
Gambling in Zimbabwe is governed by the Lotteries and Gaming Act [Chapter 10:26] and supervised by the Lotteries and Gaming Board, which licenses operators. Aviator is offered as a casino-style game by operators holding the relevant licence.
A licence means the operator is subject to local oversight: player funds, game fairness and complaint handling all fall under the regulator's remit. That protection disappears entirely on unlicensed offshore sites.
The 18+ rule
You must be 18 or older to bet. Licensed operators verify age and identity, and accounts that fail verification cannot withdraw.
Registering with false details to get around the age limit does not work in practice: the account may take deposits, but withdrawals require identity documents, and underage accounts are closed with winnings forfeited.
How to check an operator
- Look for licence details in the site footer or terms.
- Confirm the operator has a registered Zimbabwean business presence.
- Avoid unlicensed offshore sites and Telegram 'agents'.
- Check that the operator offers responsible gambling tools such as deposit limits.
What about unlicensed sites?
Offshore sites that accept Zimbabwean players without a local licence offer no local recourse if they refuse to pay. Telegram and WhatsApp 'agents' who take deposits on behalf of such sites are a common scam pattern — money sent to an individual's EcoCash number is simply gone.
Tax on winnings
Tax treatment can change. If you have large or regular winnings, check current guidance from ZIMRA or a qualified adviser.

The Regulatory Framework for Online Gaming
Online gaming and betting in Zimbabwe are regulated by the Lotteries and Gaming Board of Zimbabwe. This body ensures that all licensed operators, such as CityBet, adhere to strict standards of fairness, security, and player protection. When you play Aviator at a licensed site, you are protected by these local laws, which mandate that games must be transparent and payouts must be honored.
The legality of playing Aviator depends entirely on the platform you choose. Licensed operators are required to verify the age and identity of their players to prevent underage gambling and money laundering. In Zimbabwe, you must be 18 years or older to participate. By playing on a regulated site like CityBet, you ensure that your data is handled securely and that the games you play are audited for honesty.
Why Licensing Matters for ZW Players
A license from the Lotteries and Gaming Board is more than just a piece of paper; it is a guarantee of game integrity. For Aviator, this means the Provably Fair algorithm is recognized as a legitimate way to ensure random outcomes. Players in Zimbabwe should always look for the regulator's seal on a betting site's homepage to confirm they are playing in a legal and safe environment.
Unlicensed sites often target Zimbabwean players but offer no legal recourse if a dispute arises. Licensed operators like CityBet provide clear terms of service and are subject to local jurisdiction. This means if you have an issue with a deposit or a payout, there are established channels for resolution. Playing legally is the only way to ensure that your "Kandege" experience is both fun and secure.
Taxation and Winnings in Zimbabwe
In Zimbabwe, gambling winnings may be subject to local taxes as determined by the government and ZIMRA. The specifics can change based on national budgets and fiscal policy. Licensed operators often handle the withholding of these taxes automatically, ensuring that both the player and the casino remain compliant with Zimbabwean tax laws. It is always a good idea to stay informed about current tax rates on betting wins.
Understanding your tax obligations is part of being a responsible player. While the thrill of a big multiplier in Aviator is great, knowing the net amount you will receive helps in better financial planning. CityBet provides transaction histories that can be useful for record-keeping purposes. For the most accurate and up-to-date information, players should consult the CityBet terms and conditions or the ZIMRA website.
Consumer Protection and Responsible Play
The legal framework in Zimbabwe also emphasizes consumer protection. This includes the requirement for operators to provide information on responsible gambling and to offer tools for players to manage their betting habits. CityBet takes these obligations seriously, providing a safe environment for Zimbabweans to enjoy Aviator without the risks associated with unregulated black-market sites.
Legal play also ensures that payment methods like EcoCash and InnBucks are integrated through secure, authorized gateways. This protects your financial information from unauthorized access. By sticking to legal, licensed platforms, Zimbabwean players contribute to a healthy and regulated gaming industry that supports the local economy while providing a high-quality entertainment experience.
